Why is there a difference?

The difference in these numbers is simply due to the size of the industries. Construction may have a lower fatal accident rate, but there are millions of construction workers across the country. Something like logging or fishing may see a smaller total number of fatalities, but the pool of people working in these jobs is so small that the risk of injury – for each individual worker – is actually much higher.
